You do not have to use a J hook when fishing for flounder near inshore wrecks in Florida. But did you mean circle hook? You do not have to use a circle hook. Flounder are not considered reef fish so you can use any single hook you like. I personally like small J hooks when fishing for flounder because of their very small mouths.
I found the best all around bait for flounder is a killifish. Killifish are also called creek chubs, bull minnows, mummichog and mosquitofish. You can catch them in tidal creeks, back bays and rivers. Here is a picture of a killifish.
The best advice for catching flounder is finding their position relating to the structure. Flounder will position themselves on the bottom 90% of the time sitting on the edges of rocks, oyster bars, grass patches, bridges and channel edges. They love edges and slopes. My best success for flounder is a jig head with a Killifish hooked through the lip.
