After talking to many biologists, anglers, and through my personal experience, there is obviously an overabundance of goliath grouper. I personally believe that they should allow some type of permit or tag for management reasons. It seems that these fish have depleted the fish population of many species throughout the Gulf of Mexico. They could easily clean out a wreck or reef of the species that inhabit it.
I have seen a dramatic drop in permit population on some of the wrecks and reefs that I fish. I was also told by a few divers that the permit were driven off or eaten by the goliath groupers in those areas. I ran into a group of bottom fisherman who were constantly fishing the same permit wrecks and reefs that I fish and their results were lots of break offs from goliath grouper. A few smaller ones that were around 250 lbs were landed!!
So, my solution would be controlled management through a permit or tag and some kind of slot limit.
