Its called "influence". Better known as "Lobbying" in Federal circles.

 

The Commercial interests sure seemed to figure out how to fish for ARS more than 8 days a Year. But I'm quite sure $ and favors had nothing to do with it.

 

Maybe our recreational licenses should include a $2 per license "fee" that would go straight into the the Gulf Council member's pockets so we can buy our Gulf fishing rights back.
